Dale Hilton Living History Project - Interviews In the mid-1980s, the USC Emeriti Center launched a project to preserve on film the reminiscences of veteran faculty members and administrators. Later named in honor of a former associate director of the Emeriti Center and executive director of the USC Alumni Association, the H. Dale Hilton Living History Project produces videotaped interviews with longtime, influential members of the university’s faculty and staff whose successful careers have given them a unique perspective or who have made particularly significant contributions to the university. History University of Southern California Robert Biller, Professor Emeritus, School of Policy, Planning, and Development, came to USC in 1976 as the Dean of Public Administration. He went on to serve in several other positions including Vice President for External Affairs, Vice President for Undergraduate Affairs, and Executive Vice Provost. In 1993 he returned to the School of Public Administration where he taught mainly freshman courses and then helped to merge the School of Public Administration with the School of Urban Development, which then became the USC School of Policy, Planning, and Development. After the development of the school, he served as its interim dean from 1998 to 2000.
